Your Guide to Cypriot Citizenship by Naturalization (2026)
For many long-term residents, Cypriot citizenship is the final step in making Cyprus home. It brings the rights and responsibilities of citizenship of the Republic of Cyprus and, because Cyprus is an EU member state, the rights attached to EU citizenship. The process is document-heavy and discretionary, so the safest approach is to plan years ahead.
Important 2026 note
The current naturalization framework is based on the Civil Registry (Amendment) Law that came into force on 19 December 2023. Do not rely on older articles that only mention the former seven-year rule without the new language, culture and residence timing requirements.
Standard Naturalization Route
The standard route is for adult foreign nationals applying after long-term lawful residence in Cyprus. The official rule is usually easier to understand in two parts:
- Final year: legal and continuous residence in Cyprus for the 12 months immediately before applying. Absences totalling up to 90 days do not interrupt this period.
- Previous residence: at least 7 years of legal residence during the 10-year period immediately before that final 12-month period.
In practical planning terms, many applicants think of this as an 8-year path, but the official calculation matters. Keep entry/exit records, residence permits, tax/social insurance evidence, rental contracts and utility bills organised from the beginning.

Key Requirements
Applicants must meet the requirements cumulatively. Meeting the residence period alone is not enough.

Highly Skilled Employees Route
Cyprus also provides a faster route for eligible highly skilled employees of qualifying companies, including certain companies of foreign interests. This is not a general shortcut for every worker.
- A2 Greek route: legal residence for at least 4 years during the relevant preceding period, plus the required final 12-month residence period.
- B1 Greek route: legal residence for at least 3 years during the relevant preceding period, plus the required final 12-month residence period.
- Employment condition: applicants in this category must meet the specific employment and company-category requirements set by the authorities.
- Accelerated examination: eligible applicants and family members may request accelerated examination, currently with an additional EUR 5,000 fee.
Documents and Application Steps
- Prepare the evidence file: passport, birth certificate, residence permits, entry/exit records, proof of residence, financial documents, criminal record certificates, family documents where relevant, language/culture certificates and translations/certifications.
- Use Form M127: applications for naturalization due to years of residence use Form M127 and are submitted at the local District Administration Offices.
- Sign before the Registrar: the application must be signed in the presence of a Registrar.
- Pay fees and stamps: the standard submission fee is EUR 500, plus two stamps of EUR 8.54 each. If approved, a further EUR 500 is payable for the certificate of naturalization.
- Wait for examination: standard processing can be lengthy. Keep permits, address evidence and tax/social insurance compliance clean while the file is pending.
Common Mistakes
- Counting calendar years in Cyprus without proving lawful residence days.
- Ignoring absences from Cyprus during the final 12-month period.
- Leaving Greek language and culture exams until the last minute.
- Submitting foreign documents without the required certification, apostille or official translation.
- Assuming permanent residence automatically leads to citizenship.
