How to Get the Cyprus Pink Slip / MEU2 Residence Card

MEU2 is the Cyprus residence card for non-EU family members of EU, EEA and Swiss citizens who are living in Cyprus under EU free-movement rules.

Official timing: EU citizens and their family members who want to remain in Cyprus for longer than 3 months must obtain the relevant residence document within 4 months of arrival.

Who Can Apply?

MEU2 is for a family member who is not an EU citizen but is joining or accompanying an EU, EEA or Swiss citizen in Cyprus. The EU citizen must be living in Cyprus under the free-movement rules.

  • Spouse or registered partner of the EU citizen.
  • Direct descendants who are under 21 or dependent.
  • Dependent direct relatives in the ascending line, such as dependent parents, where the rules are met.
  • Other family members or durable partners may be considered under specific rules and evidence requirements.

The application is tied to the EU, EEA or Swiss sponsor. The sponsor generally needs to show that they are working, self-employed, studying, or financially self-sufficient with appropriate health cover.

MEU2 is not the same as the non-EU visitor Pink Slip route. If your family member is not connected to an EU/EEA/Swiss sponsor, check the visitor, family reunification or other non-EU residence routes instead.

Application Steps

Confirm the route. Check that the EU sponsor and the family relationship match the MEU2 category.
Collect relationship evidence. Prepare marriage, partnership, birth or dependency documents as relevant.
Prepare sponsor evidence. Gather employment, self-employment, student or self-sufficiency evidence, plus housing and health-cover documents where required.
Submit the MEU2 application. Apply within the official 4-month arrival window and pay the listed fee.
Keep records for renewal or permanent residence. Save proof of residence, employment, study, insurance and family status over time.

After Five Years

  • Using MEU2 when the applicant actually needs a visitor temporary residence permit or family reunification route.
  • Applying late after the 4-month arrival window.

  • Assuming the card alone solves tax, healthcare, employment or driving-licence issues.
