Who Can Apply?
MEU2 is for a family member who is not an EU citizen but is joining or accompanying an EU, EEA or Swiss citizen in Cyprus. The EU citizen must be living in Cyprus under the free-movement rules.
- Spouse or registered partner of the EU citizen.
- Direct descendants who are under 21 or dependent.
- Dependent direct relatives in the ascending line, such as dependent parents, where the rules are met.
- Other family members or durable partners may be considered under specific rules and evidence requirements.
EU Sponsor Rules
The application is tied to the EU, EEA or Swiss sponsor. The sponsor generally needs to show that they are working, self-employed, studying, or financially self-sufficient with appropriate health cover.

- Completed MEU2 form and valid passport for the non-EU family member.
- Valid passport or national ID for the EU/EEA/Swiss sponsor.
- Marriage, civil partnership, birth or dependency documents.
- Proof that the sponsor is living in Cyprus and exercising EU free-movement rights.
- Employment, self-employment, student or self-sufficiency evidence for the sponsor.
- Accommodation evidence and health insurance where relevant.

- Using MEU2 when the applicant actually needs a visitor temporary residence permit or family reunification route.
- Applying late after the 4-month arrival window.
- Providing relationship documents without proper certification or translation.
- Forgetting to prove the EU sponsor's status in Cyprus, not just the family relationship.
- Assuming the card alone solves tax, healthcare, employment or driving-licence issues.
